Pursuant to Article 4.7 of the Law on Transmission of Electric Power, Regulator and System Operator of Bosnia and Herzegovina (Official Gazette of BIH, 7/02, 13/03, 76/09 and 1/11), and Article 10 of the Licensing Rule – Consolidated Version (Official Gazette of BIH, 63/16), the State Electricity Regulatory Commission issues a
PUBLIC NOTICE
IN THE PROCEDURE FOR ISSUANCE OF LICENSE FOR CONSTRUCTION OF POWER GENERATION FACILITY
Legal person “Ekoenergijaˮ d.o.o., Brčko District of BIH, intends to start the construction of power generation facilities with the capacity exceeding 1 MW in the territory of Brčko District of BIH, that is, two photovoltaic plants in the locations of “Brezovo Polje” and “Donji Rahić - Kladje”, which is the reason why it filed with the State Electricity Regulatory Commission (SERC) the applications for issuance of the licenses for the construction of power generation facilities. The Company was founded in accordance with the Articles of Association (OPU-2897/21 of 26 November 2021) and it was registered with the Municipal Court of the Brčko District of BIH. The founders of the subject of registration are legal persons and a natural person as follows: “CONRAM” d.o.o. Brčko District of BIH, “DELPLAST” d.o.o. Tuzla and Mustafa Nuković, Brčko District of BIH.
The license applicant is obligated to provide evidence of fulfilling all criteria and standards for the issuance of the license. The application has to verify technical, legal and financial capacities of the applicant to fulfil all the criteria, conditions and standards as prescribed by the Law on Transmission of Electric Power, Regulator and System Operator of Bosnia and Herzegovina and the Licensing Rule.
These criteria are conducive to the creation of conditions for unlimited and free trade and continued electricity supply in accordance with the defined quality standard to the benefit of BIH citizens, and the creation of the electricity market. SERC is free to include in the licence conditions requirements reflecting the relevant acquis of the European Union and contributing to the objectives of laws of Bosnia and Herzegovina as well as rules and regulations of the State Electricity Regulatory Commission.
The persons interested in acquiring intervener status may file a written request with the State Electricity Regulatory Commission no later than 29 July 2025. The intervener status may be granted to a person who proves a direct interest in the procedure for issuance of the licence, which differs from the general public interest for issuance of the licence. The role and responsibilities of interveners in the procedure for issuance of licences are defined in Article 11 of the Licensing Rule.
