SUMMARY

of a Decision on changes and amendments to the Tariff pricing methodology for services of electricity transmission, operation of independent system operator and ancillary services

The State Electricity Regulatory Commission has been continuously monitoring and supporting the process of electricity market development in Bosnia and Herzegovina. Safe and reliable operation of the power system with an adequate tariffication method for services provided by the transmission system of Bosnia and Herzegovina is one of many obligations which Bosnia and Herzegovina took over by the acceptance of membership in the Energy Community.

The current design of the ancillary services market is not market-oriented and it seriously falls behind the real needs. Taking into account the international obligations of BIH to fully open the electricity market as of 1 January 2015, the ancillary service market design aiming at a better approach of suppliers to the market, diversified offer methods and better prices of services may not be postponed any longer, which is the reason why SERC decided to foster the functioning of the ancillary service market based on more advanced concept which implies amendments to documents under SERC and ISO BiH jurisdictions. After the adoption of the Decision defining a concept of ancillary services for the balancing of the power system of Bosnia and Herzegovina on 26 March 2014, at the session held on 22 May 2014 SERC defined a Draft decision on changes and amendments to the Tariff pricing methodology for services of electricity transmission, operation of independent system operator and ancillary services.

At the same time the State Electricity Regulatory Commission issues
